Boyo Neighborhood Association Regulations

Article 1 Name and Office

This Association will be called the Boyo Community Association (hereinafter referred to as the "Association") and will have its office located at the Boyo Community Hall.

 

Article 2 Region

The association's area shall be the Yaguchidai, Ikebukuro and Negishi Kasodai areas of Naka-ku, Yokohama City.

Members are heads of households or persons of equivalent status who reside within the association's area.

 

Article 4

The purpose of the association is to promote friendship and welfare among members, thereby contributing to the improvement and development of the local community.

 

Article 5 Business and Organization

In order to achieve the objectives set forth in the preceding article, the Association will carry out the following activities:

 

(1) Carry out activities to improve members’ education and foster friendship among them.

 

(2) Provide guidance to members on improving their health.

 

(3) Engage in recreational activities.

 

(4) Engage in exchange activities in the local community.

 

(5) For the purpose set forth in the preceding article, recommend regional committee members to higher-level related agencies.

 

(6) Carry out other activities to achieve the Association’s objectives.

 

第 6 条  役   員

The Association shall have the following officers:

 

(1) Chairman (1 person)

 

(2) Two vice-chairs

 

(3) Accountant: 1 person

 

(4) Accounting Auditors: 2

 

(5) Several advisors

 

(6) Other officers:

 

The chairman, vice-chairman and treasurer are elected by the executive committee and approved at the general meeting.

 

Article 7 Duties of Officers

(1) The Chairman represents the Association and is responsible for managing the Association’s affairs.

 

(2) The Vice-Chairman shall assist the Chairman and act in his place in the event of an accident to the Chairman.

 

(3) The Treasurer will be responsible for accounting matters. The Accounting Auditor will audit the accounts and assets and report the results at the general meeting.

 

(4) Other officers will be in charge of the business of each division, plan and carry out activities.

 

Article 8 Term of office of officers

(1) The term of office for officers shall be two years, but reelection is permitted.

 

(2) The term of office of an officer appointed as a replacement shall be the remaining term of his/her predecessor.

 

(3) Officers of higher-level agencies whose terms of office are determined by their own rules shall follow those rules.

 

第 9 条  会   議

(1) In order to manage the activities and administration of the Association, the Chairman shall hold a general meeting once a year. However, extraordinary general meetings may be held as necessary.

 

Participants in the general meeting will be the residents' association officials and one representative from each group,

 

A general meeting is valid with the participation of more than two-thirds of the members.

 

In addition, members of the neighborhood association other than the delegates are also observers (they do not have voting rights, but can speak freely).

(2) Regular meetings will be held once a month on a designated day.

 

(3) Matters concerning regulations, budgets, financial statements, and other important matters will be discussed and decided at the general meeting.

The association's expenses will be covered by membership fees, donations and other income.

 

第 11 条  会    費

(1) The membership fee is 250 yen per household per month. However, this can be changed by a resolution at the general meeting.

 

(2) Membership fees will be waived for households receiving welfare benefits.

 

Article 12 Fiscal Year

The Association's fiscal year shall run from April 1st of each year to March 31st of the following year.

 

Article 13 Use of the Hall

The hall will be used for neighborhood association activities (including children's club and senior citizens' club activities), member weddings, funerals, etc.

 

The facility will be used as a temporary evacuation site in the event of a disaster, and commercial use will not be accepted.

 

Details of hall usage will be determined separately.

 

Article 14 Other

Any necessary matters not provided for in these regulations shall be decided by resolution of the meeting.
